صرف نظر از اختلاف نظرهایی که دررابطه با تأثیر نظام تجارت جهانی بر فضای سیاست گذاری کشورهای در حال توسعه وجود دارد، شواهد نشان داده است برخی کشورهای در حال توسعه توانستهاند از فرصتهای موجود در سازمان برای تحقق اهداف توسعه ای خود استفاده نمایند. مورد الحاق نیز از این امر مستثنی نیست. فرایند الحاق، بسته به جزئیات مربوط به تعهدات پذیرفته شده و همچنین سطح مشارکت جدی کشور متقاضی می تواند منجر به تسریع فرایند توسعه و یا مانع آن گردد. کشورهایی که به الحاق نه به عنوان یک هدف بلکه به عنوان وسیلهای در خدمت استراتژی توسعه خود نگاه کرده اند، توانستهاند از این فرصت به عنوان محرّکی برای اصلاحات مناسب اقتصادی استفاده نمایند. دولت نباید جهت گیری ها و سیاست گذاری برای الحاق را به نیرو های رانتخواه خواستار جهانی شدن – آن هم از جنس نئولیبرال آن - واگذار نمایند، بلکه می بایست به آن به عنوان ابزاری در جهت تدوین و اجرای سیاستهای توسعه صنعتی مناسب در دنیایی با تولیدات جهانی شده استفاده نماید.
