<ArticleTitle>The Inaction of the United Nations in the War Against Iran and the Historical Shift from Rules to Bilateral Agreements</ArticleTitle>

		<Abstract>The international system that emerged after the Second World War was founded upon a rule-based and ‎institutional framework in which the United Nations and the Security Council were positioned at the core as ‎guarantors of collective peace and security. Although this order consistently operated under the shadow of power ‎politics, it nevertheless provided, for decades, a shared framework for restraining the use of force and regulating ‎state behavior. Developments over the past two decades, however, indicate that this legal shield has gradually ‎eroded, giving way to an ambiguous, interpretive, and power-centered order, one in which rules are less binding ‎norms than instruments contingent upon the will and interests of dominant powers.‎&lt;br&gt;&lt;br&gt;By examining the conceptual transition from treaty-based international law to a so-called “rules-based ‎international order,” and by analyzing the structural inefficiencies of the Security Council, this article ‎demonstrates how traditional multilateral diplomacy has lost its deterrent capacity in addressing contemporary ‎security crises, particularly in the Middle East. Israel’s attack on Iranian territory and the Security Council’s ‎inaction in response serve as a concrete test case that exposes this institutional erosion and highlights the ‎limitations of relying exclusively on international legal mechanisms. The article ultimately argues that within ‎such an order, national security and state interests have become increasingly dependent on bilateral diplomacy and ‎contractual network-building; in the absence of such infrastructure, Iran faces the risk of deepening structural ‎isolation within the international system.‎</Abstract>
			<OtherAbstract Language="FA">نظام بین‌الملل پس از جنگ جهانی دوم بر بنیانی قاعده‌محور و نهادمند استوار شد که سازمان ملل متحد و شورای امنیت در کانون آن، ضامن صلح و امنیت ‏جمعی تلقی می‌شدند. این نظم، هرچند همواره در سایه‌ای از توازن قوا عمل می‌کرد و برای دهه‌ها چارچوبی مشترک جهت مهار توسل به زور و تنظیم رفتار ‏دولت‌ها فراهم آورد؛ تحولات دو دهه‌ی اخیر نشان می‌دهد که این سپر حقوقی به‌تدریج فرسوده شده و جای خود را به نظمی مبهم، تفسیرپذیر و قدرت‌محور داده ‏است؛ نظمی که در آن، قواعد بیش از آنکه الزام‌آور باشند، تابع اراده و منافع قدرت‌های مسلط‌اند.‏&lt;br&gt;&lt;br&gt;این مقاله با واکاوی گذار مفهومی از حقوق بین‌الملل معاهده‌محور به «نظم بین‌المللی مبتنی بر قواعد» و بررسی ناکارآمدی ساختاری شورای امنیت، نشان ‏می‌دهد که چگونه دیپلماسی چندجانبه‌ی سنتی در مواجهه با بحران‌های امنیتی معاصر، به‌ویژه در خاورمیانه، کارکرد بازدارنده‌ی خود را از دست داده است. تجاوز ‏اسرائیل به خاک ایران و انفعال شورای امنیت در قبال آن، به‌مثابه آزمونی عینی، این فرسایش نهادی را آشکارتر ساخته و محدودیت‌های اتکای صرف به ‏سازوکارهای حقوقی بین‌المللی را برجسته کرده است. مقاله در نهایت استدلال می‌کند که در چنین نظمی، امنیت و منافع ملی کشورها بیش‌ازپیش به توانایی آن‌ها ‏در دیپلماسی دوجانبه و شبکه‌سازی قراردادی وابسته شده و ایران، در غیاب این زیرساخت، با خطر تعمیق انزوای ساختاری در نظام بین‌الملل روبه‌روست.‏</OtherAbstract>
