It assesses the global climate situation and makes necessary decisions to accelerate progress towards the Convention's goals. The 28th Conference of the Parties was recently took place in Dubai, focusing heavily on the first global stocktake in accordance with the Paris Agreement, which resulted in an agreement between the parties to adopt the decision to transition away from fossil fuels. Given that a significant portion of the world's energy is still supplied by fossil fuels, this decision could have substantial effects in various political, economic, and other domains, particularly on oil-dependent developing countries. This study concludes that the use of the phrases "just, orderly, and equitable transition" in this decision implies different commitments for developed and developing countries in this regard, as interpreted through the provisions of the Framework Convention and the Paris Agreement. کنفرانس اعضای کنوانسیون چارچوب سازمان ملل در رابطه با تغییرات اقلیمی هرساله جهت بررسی اجرای کنوانسیون و سایر موافقتنامه‌های متعاقب پذیرفته شده ذیل آن از جمله موافقتنامه پاریس، تشکیل می‌شود و با ارزیابی وضعیت تغییر اقلیم در سطح جهان اقدام به اتخاذ تصمیمات مقتضی در جهت تسریع حرکت به سوی اهداف کنوانسیون می‌کند. بیست‌و‌هشتمین نشست کنفرانس اعضا در دبی برگزار شد و در این نشست تمرکز اصلی بر روی اولین ارزیابی پایش جامع جهانی مطابق با موافقتنامه پاریس بود که به دنبال آن اجماع طرف‌ها بر تصمیم بر گذار از سوخت‌های فسیلی را نیز در پی داشت. این تصمیم باتوجه به اینکه همچنان بخش عظیمی از انرژی در جهان توسط سوخت‌های فسیلی تامین می‌شود، اثرات بزرگی می‌تواند در حوزه‌های مختلف سیاسی، اقتصادی و سایر موارد، بالاخص بر روی کشورهای درحال توسعه نفتی داشته‌باشد. پژوهش حاضر با ارائه تفسیری در پرتو مفاد کنوانسیون چارچوب و موافقتنامه پاریس به این نتیجه می‌رسد که استفاده از عبارات "گذار عادلانه، منظم و منصفانه" در این تصمیم، در نظرداشته میان کشورهای توسعه‌یافته و درحال‌توسعه تعهدات متفاوتی از این جهت بار کند. http://www.iruns.ir/article_213202_d4355e5b82037e921724879f95b7c53a.pdf
