To compare the General Assembly’s past and present, it has been placed under the broader context of liberal institutionalism which advocates an independent role for international institutions and focused on the individual r of analysis.<br />To have an independent role, to some extent, institutions must disentangle themselves from the structural forces that had been imposed upon them by great powers. The more they are disentangled, the more they are institutionalized. The UN in its early days was less institutionalized than today. So it must have shown more firmness today, for example in Ukraine than it has been seen in its early days in the Korean War. It has been discussed how Entezam’s personal capacity made that difference and how his background made him a perfect candidate for the job. The examination of this historical case is pertinent in light of the recent rekindled debates about the role of the UN General Assembly vis-a-vis UN Security Council as consequence of the war in Ukraine. با توجه به اهمیت مطالعات تاریخی سازمان های بین المللی و شناخت عوامل موثر در تصویب اسناد مهم بین المللی و رابطه ایران و سازمان ملل متحد،مقاله حاضر تدوین شده است. مجمع عمومی بزرگترین رکن شورایی سازمان ملل متحد است که مصوبات آن در نزدیک به هشتادسال فعالیت ،نقش گسترده ای در تدوین وتصویب هنجارها و دستورالعمل های بین المللی داشته است. نماینده ایران در سازمان ملل متحد درسال ۱۹۵۰ به ریاست پنجمین اجلاس آن انتخاب شد. این اجلاس هم زمان با جنگ کره بود که مهمترین قطعنامه مصوب آن “ اتحاد برای صلح” نام دارد .این قطعنامه  خواستار ایفای نقش مجمع عمومی در شرایط بن بست تصمیم گیری در شورای امنیت برای حفظ صلح و امنیت بین المللی است. سئوال اساسی این مقاله پیرامون نقش رئیس ایرانی مجمع پنجم در فرایند تصویب و اجرای این قطعنامه مهم است. همچنین با توجه به بحران حاضر اوکراین و عدم اقدام شورای امنیت، به تحولات این قطعنامه در شرایط حال توجه می شود. روش پژوهش توصیفی ،تحلیلی تاریخی با بهره مندی از منابع کتابخانه ای به ویژه اسناد و مدارک ملل متحد است.   http://www.iruns.ir/article_213196_a9b42414885a5b3c7d75880bbc7146fa.pdf
