Journal Article 2021 01 04 The European Neighborhood Policy (ENP) seeks, among other things, to promote human rights in the EU's closest eastern and southern neighbors. The European Union (EU) was formed in 1993. The ENP, on the other hand, was first outlined by the European Commission in 2003. Respecting human rights is considered to be one of the most basic criteria that Europe’s neighboring countries must meet, in order to join the ENP. This article examines the impact of the ENP on the human right situation in one of the EU’s neighbors in the south, Tunisia. It also assesses the extent to which Tunisia has been committed under relevant UN human rights conventions. This article argues that the EU has not been successful in distributing and promoting norms such as respect for human rights in Tunisia. It clarifies how the EU has failed to meet its main objectives with regard to the human rights situation in this country. <strong>سیاست همسایگی </strong><strong>اتحادیه </strong><strong>اروپاٍ</strong><strong>ENP)</strong><strong>(</strong><strong>علاوه بر اهداف دیگر خود در پی ترویج و گسترش حقوق بشر در میان کشورهای نزدیک در مرزهای شرقی و جنوبی خود نیز می باشد.</strong> <br /><strong>سیاست همسایگی اروپا در سال 1993میلادی شکل گرفت و ابتدا از سوی کمیسیون اروپا در سال 2003 </strong><strong>طراحی و </strong><strong>پیشنهاد داده شد .به منظور پیوستن به این سیاست احترام به معیار های حقوق بشری یکی از شروط پایه ای برای کشورهای مجاور اتحادیه اروپا</strong><strong>EU </strong><strong> در نظر گرفته شده است.مقاله حاضر به بررسی تاثیر سیاست همسایگی اروپا</strong><strong>ENP)</strong><strong>(</strong><strong>بر وضعیت حقوق بشر در یکی از مهمترین کشور های همسایه جنوبی اتحادیه اروپا یعنی تونس می پردازد.همچنین میزان پایبندی کشور تونس به کنوانسیون های حقوق بشری سارمان ملل متحد مورد ارزیابی قرار گرفته است.</strong> <br /><strong>یافته های مطالعه حاضر نشان می دهد که اتحادیه اروپا در گسترش و ترویج هنجارهایی نظیر احترام به حقوق بشر  و هنجارهای مرتبط دیگر در کشور تونس چندان توفیق حاصل نکرده است .علاوه براین به روشنی چگونگی شکست اتحادیه اروپا در دستیابی به اهداف  تعریف شده مرتبط با حقوق بشر نشان داده شده است.</strong> http://www.iruns.ir/article_121931_546c56fb12dbb025081f4ebdad98fc1f.pdf
