Legal analysis of the International Maritime Organization's 2023 Strategy on reducing greenhouse gas emissions in light of the international law of the sea and international climate change law

Abstract
Decarbonizing the industry that is the backbone of global trade is a major challenge because it must be done in a way that is consistent with climate goals while also preserving maritime justice and safety.Since international shipping contributes significantly to greenhouse gas emissions and its regulation requires global coordination, analyzing the content of the International Maritime Organization(IMO)Strategy2023 is of theoretical and practical necessity. This article, using a legal approach based on documentary analysis, attempts to explain the position, normative content, and implications of the IMO Strategy2023 in the nexus between the international law of the sea and the legal regime of climate change.The main question is how the Strategy2023 has evolved compared to the2018 Strategy and what new executive and legal capacities it creates for achieving decarbonization goals.The papers innovation lies in the simultaneous analysis of the binding capacity of MARPOL Annex VI, the dual role of the Marine Environment Protection Committee and the Maritime Safety Committee, and the fiveyear evaluation and review phasing mechanisms, which shows how Strategy2023 is going beyond the level of mere policymaking and is creating coherent implementation framework.The papers findings indicate that Strategy2023.Strengthens the binding and implementation capacity by relying on the legal and institutional foundations of the organization, especially MARPOL Annex VI and port implementation mechanisms and the principle of no more favourable treatment, and , by highlighting set of mediumterm actions, comprehensive assessment the impacts on governments, and setting fiveyear follow-up and review roadmap, it outlines a phased framework for achieving the goals
